Dr. Niel L. Ningal, PhD, R.Agr.Founder & Lead Consultant

Dr. Niel L. Ningal founded Brilliance Consultancy on a simple belief: scientific knowledge matters most when it becomes practical solutions that improve productivity, strengthen communities and protect natural resources.
A Filipino agricultural scientist and Registered Agriculturist, he holds a PhD in Animal Science (Animal Nutrition) from the University of the Philippines Los Baños, and advanced training in Animal Production, Agronomy and Development Administration. He leads the firm’s technical work across agriculture, research, environment, education and institutional development.
Science should serve people.
Dr. Ningal earned his PhD in Animal Science, majoring in Animal Nutrition with a minor in Environmental Science, at the University of the Philippines Los Baños. He also holds a Master’s degree in Animal Science (Animal Production, with a minor in Agronomy) and has advanced training in Development Administration with a focus on Public Governance.
As a Registered Agriculturist, his practice covers livestock and poultry production, animal nutrition, feed technology, agricultural research and environmental concerns. This lets Brilliance connect technical research with institutional planning, policy implementation, extension and community-based interventions.

Much of Dr. Ningal’s work focuses on animal nutrition and sustainable livestock production: feed formulation, alternative feed ingredients, functional feed additives, production systems, animal health and management, and locally appropriate technologies for farmers.
His research interests include Black Soldier Fly Larvae Meal as an alternative protein source, low-protein antibiotic-free broiler production, dietary nucleotides, enzyme supplementation and agricultural by-products as feed. The aim is to answer practical problems: rising feed costs, dependence on conventional protein sources, waste, environmental sustainability, productivity and food security.
Brilliance’s research approach produces evidence-based, locally applicable solutions. Dr. Ningal’s work spans animal nutrition and feed technology, livestock genetics, geospatial analysis, disaster vulnerability, environmental assessment and agricultural development.
He is particularly interested in research that integrates biological science, environmental science, data analytics and GIS, so that results are scientifically sound and useful to farmers, institutions and policymakers.
Dr. Ningal has extensive experience in development-oriented consultancy: agricultural and environmental assessment, livestock development, Halal agricultural production systems, technical documentation, training development, institutional compliance and project implementation.
He has contributed technical expertise to Halal livestock production and health management initiatives in Mindanao, working with agricultural personnel, farmers and institutions to develop localized training materials, manuals and capacity-building activities. His consulting approach combines technical competence, regulatory compliance, stakeholder participation and practical implementation.

An educator at heart, Dr. Ningal is committed to developing students and professionals who can apply science to real agricultural and development challenges. He favors experiential, applied learning that connects the classroom with laboratories, farms, communities, industry and fieldwork.
His extension work is about knowledge transfer and capacity building: helping farmers, agricultural personnel, students and communities turn information into practical action.

Drawing on animal science, environmental science and development administration, Dr. Ningal takes an integrated view: agricultural productivity cannot be separated from environmental sustainability, resource management, climate resilience, disaster preparedness, food security and community welfare.
This shows in his environmental assessments, river and watershed-related work, sustainable feed resource development, agricultural waste utilization and GIS-based disaster vulnerability assessment. Agricultural development, in his view, should be productive, environmentally responsible, scientifically informed and socially responsive.

An emerging part of Dr. Ningal’s work is the use of Geographic Information Systems, spatial analysis and data visualization on agricultural and development problems: mapping livestock and poultry assets, analyzing disaster-related agricultural losses, examining spatial exposure factors and building vulnerability assessment frameworks.
He sees data as a foundation for better decisions. Through GIS, statistical analysis and dashboards, agricultural information becomes visual, actionable evidence for planning, resource allocation, disaster preparedness, recovery and policy development.
Dr. Ningal is active in professional, civic and community life, including outreach and feeding programs, disaster relief, environmental activities, tree and mangrove planting, and student development. His involvement with Upsilon Phi Sigma reflects a continuing commitment to fellowship, leadership, service and the development of younger professionals.
For him, leadership goes beyond holding a position. It means organizing, serving, mentoring and collaborating on causes that create meaningful impact.
Through agricultural consulting, agribusiness, food-related ventures and feed and agricultural technology initiatives, Dr. Ningal has explored how scientific knowledge becomes viable enterprise. He understands agriculture not only through research and production, but also through business, markets, operations and consumers.
